They had no neon signs, no flashy lieutenants barking orders in public. Instead, they thrived on whispers, handling debts and disappearances with the precision of waves erasing footprints from the sand.

No one knew who led them, or if there was even a single leader at all. They were a fluid, faceless force—capable of slipping past any guard and reaching any shore. The Silent Tide didn't need guns on every corner; their weapons were rumors and shadows, carefully planted, woven into the fabric of Vice City until even the police turned a blind eye.

And in a city built on façades, their silence was their power.

Tonight, as waves crashed against the city's docks, the ocean brought more than the scent of salt on the wind. It carried a message for those who knew to listen: The Silent Tide was coming—and it would claim everything in its path.
