U.S.C. - TITLE IX
Civil Rights and Constitutional Protections



§1. CIVIL RIGHTS CONSPIRACY

a.) A person commits an offence where they conspire to threaten, intimidate, oppress, or interfere with another person in the exercise of rights or protections guaranteed under the Constitution or federal law.

b.) Punishment:

i.) Base offence — Up to 10 years imprisonment.
ii.) Aggravated offences involving violence, kidnapping, or death — Up to life imprisonment.




§2. DEPRIVATION OF RIGHTS UNDER COLOR OF AUTHORITY

a.) A public official, law enforcement officer, government employee, or person acting under governmental authority commits an offence where they knowingly deprive another person of constitutional rights, legal protections, or equal treatment under law.

b.) Discriminatory enforcement or deprivation based upon race, ethnicity, nationality, religion, sex, or other protected status shall constitute an aggravated offence.

c.) Punishment:

i.) Base offence — 2–10 years imprisonment.
ii.) Aggravated offences involving violence, unlawful detention, or serious bodily harm — Up to life imprisonment.
iii.) Removal from public office or federal employment may additionally apply.




§3. INTERFERENCE WITH FEDERALLY PROTECTED ACTIVITIES

a.) A person commits an offence where they use force, threats, intimidation, or coercion to interfere with another person's lawful participation in federally protected activities.

b.) Federally protected activities include, but are not limited to:

i.) Voting or political participation.
ii.) Access to federal institutions or courts.
iii.) Participation in federally administered programs or services.
iv.) Interstate travel or commerce.
v.) Access to public accommodations or public services protected under federal law.


c.) Punishment:

i.) Base offence — Up to 10 years imprisonment.
ii.) Aggravated offences involving violence or organised conduct — Up to 20 years imprisonment.




§4. DISCRIMINATION IN FEDERAL BENEFITS OR EMPLOYMENT

a.) A person commits an offence where they unlawfully deny, restrict, or interfere with access to employment, benefits, services, or opportunities funded or administered by the United States Government on discriminatory grounds.

b.) Punishment:

i.) Financial penalties as determined by the Court.
ii.) Up to 5 years imprisonment for intentional or repeated violations.




§5. RELIGIOUS PROPERTY AND RELIGIOUS EXPRESSION

a.) A person commits an offence where they intentionally damage, desecrate, or destroy religious property because of its religious character.

b.) A person commits an offence where they use force, threats, or intimidation to interfere with another person's lawful exercise of religious belief or worship.

c.) Punishment:

i.) Base offence — Up to 10 years imprisonment.
ii.) Aggravated offences involving arson, explosives, or organised activity — Up to 20 years imprisonment.




§6. HATE CRIMES

a.) A person commits a hate crime where they intentionally commit or attempt to commit a criminal offence motivated substantially by prejudice or hostility toward another person's actual or perceived protected characteristics.

b.) Protected characteristics include race, ethnicity, nationality, religion, sex, sexual orientation, or other classifications protected under federal law.

c.) Punishment:

i.) Additional penalties may apply in conjunction with the underlying criminal offence.
ii.) Aggravated offences involving serious bodily injury or death may result in enhanced federal sentencing.
