Directing all state and federal law enforcement agencies and authorities across the United States, and prosecutorial entities where applicable;
By the authority vested in me as President by the Constitution and the laws of the United States of America, it is hereby ordered that:


Establishment of The War on Drugs:
Per this order, a federal government initiative shall be established and entitled "The War on Drugs".

Description of The War on Drugs:
The War on Drugs is a campaign by the United States to reduce illegal drug trade. Contraband circulates our country and narcotics have also taken hold of vulnerable people. It is well known that narcotics have a strong influence on people who get their hands on them. Narcotics are a danger to society and the health and safety of the American people.

Understanding of Victimhood in Narcotics Abuse
This order notes that people who use narcotics are a lot of times victims of their addiction. Per this order, reckless choices to use drugs shall be targeted as they have been in the past, however, it shall also acknowledge a major issue is more so the supply than the demand.

Target Supply, Not Demand
This order institutes that the supply of narcotics shall be the priority of law enforcement across the United States, as opposed to demand. It is ordered that law enforcement shall target the supply of narcotics and in doing so, aim for a reduction in drug crime across the nation. Reducing the narcotics in circulation is a priority, and destroying the supply chains that bring these substances into circulation shall be the strategy employed in achieving this goal. Possession and usage shall be treated as what they are, criminal offences, but shall not be prioritized over supply and distribution. Furthermore, as part of Target Supply, Not Demand, immunity programs shall be made available, further detailed under Section "Establishment of Amnesty Programs".

Distribution of NARCAN
It is ordered that the widespread distribution and use of NARCAN across national emergency services shall immediately commence. NARCAN is used by medical personnel and law enforcement to counter the effects of opioid overdoses, such as those from fentanyl or cocaine. This may be vital to saving a person's life.

Establishment of Amnesty Programs
Per this order and applicable law, all law enforcement agencies, authorities and prosecutorial entities such as Attorney-Generals and District Attorneys, are ordered to provide a set of criteria for amnesty from narcotics possession and usage charges. Seeking amnesty shall require the assistance of the individual in bringing down the supplier(s) from which they have obtained narcotics. They may also be required to provide an on-record testimony and may or may not be subpoenaed as a witness. However, per this order, this shall offer the potential to grant a lighter sentence or fine, or even full immunity from prosecution.

Establishment of Narcotics Hotlines and Tip Methods
Per this order, all law enforcement agencies and authorities shall institute a means for the public to provide tips and reports on narcotics across the United States.

Submission of Hotline Establishment Reports
Per this order, the Command Staff or relevant supervisory personnel of all law enforcement agencies and authorities across the United States shall file a memorandum or other report noting and indicating the establishment of these hotlines and measures, prepared for submission to, and review by, the federal government.
