U.S.C. - TITLE V
Crimes against the United States



§1. BRIBERY, CORRUPTION, AND ABUSE OF AUTHORITY

a.) Bribery

i.) Bribery shall be defined as an act of offering, giving, soliciting, or receiving any item of value as a means of influencing the actions of an individual.

ii.) Both the offering and receiving parties shall be equally liable.

iii.) Punishment: Imprisonment for no less than 1 year and no more than 20 years.

iv.) Any public official convicted under this section shall be removed from their position.

b.) Abuse of Authority

i.) A public official commits abuse of authority where they knowingly use their position to unlawfully benefit themselves or others.

ii.) Punishment: Imprisonment for no less than 1 year and no more than 15 years, and removal from office.

c.) Aggravated Corruption

i.) A public official commits aggravated corruption where they act in the interest of foreign entities, criminal organisations, or against the interests of the United States.

ii.) Punishment: Imprisonment for no less than 10 years and up to life imprisonment.




§2. TREASON, TERRORISM, SEDITION, AND ARSON

a.) Treason

i.) A person commits treason where they intentionally act to overthrow, wage war against, or materially aid enemies of the United States.

ii.) Punishment: Imprisonment for no less than 20 years and up to life imprisonment.

b.) Terrorism

i.) Any act intended to cause widespread fear, mass harm, or significant disruption to public safety or infrastructure constitutes terrorism.

ii.) Punishment: Imprisonment for no less than 15 years and up to life imprisonment.

c.) Sedition and Civil Disorder

i.) A person commits sedition where they incite, organise, or participate in violent civil unrest against public order.

ii.) Punishment: Imprisonment for no less than 1 year and no more than 5 years.

iii.) Interference with law enforcement or emergency services during such events shall be punishable by 5–10 years imprisonment.

d.) Arson (Federal Interest)

i.) A person commits federal arson where they wilfully set fire to property in a manner that involves a federal interest.

ii.) Punishment: Imprisonment for no less than 3 years and no more than 10 years.




§3. FINANCIAL AND CURRENCY OFFENCES

a.) Counterfeiting

i.) The creation, possession, or distribution of forged currency is prohibited.

ii.) Punishment: Imprisonment for no less than 5 years and no more than 15 years.

b.) Money Laundering

i.) A person commits money laundering where they knowingly conceal, process, or transfer proceeds derived from unlawful activity.

ii.) Punishment: Imprisonment for no less than 10 years and no more than 20 years.

c.) Possession of Stolen Financial Assets

i.) A person commits an offence where they knowingly possess funds or assets obtained through bank or ATM theft.

ii.) Punishment: Imprisonment for no less than 5 years and no more than 15 years.




§4. CONSPIRACY

a.) A person commits conspiracy where they agree with one or more individuals to commit an offence against the United States.

b.) An overt act in furtherance of the conspiracy must be demonstrated.

c.) Punishment: Imprisonment for no less than 5 years and no more than 10 years.

d.) Conspiracy involving harm to federal personnel or national security shall carry enhanced penalties within this range.




§5. ESPIONAGE AND CLASSIFIED INFORMATION

a.) Unauthorised Access or Transmission

i.) A person commits espionage when they unlawfully obtain, possess, or transmit classified or confidential information.

ii.) Punishment: Imprisonment for no less than 10 years and no more than 20 years.

b.) Unauthorised Disclosure

i.) A person commits an offence where they knowingly disclose classified or confidential information without authorisation.

ii.) Punishment: Imprisonment for no less than 10 years and no more than 20 years.

c.) Negligent Handling

i.) Any authorised individual who recklessly loses or mishandles confidential information commits an offence.

ii.) Punishment: Up to 10 years imprisonment and removal from position.




§6. TRANSACTIONAL AND TRANSNATIONAL CRIME

a.) Human Trafficking and Smuggling

i.) A person commits an offence where they transport, harbour, or facilitate the movement of individuals for unlawful purposes.

ii.) Punishment: Imprisonment for no less than 5 years and no more than 15 years.

b.) Customs and Contraband Violations

i.) A person commits an offence where they unlawfully import, export, or transport prohibited goods.

ii.) Punishment: Imprisonment for no less than 3 years and no more than 10 years.




§7. IMPERSONATION OF GOVERNMENT OFFICIALS

a.) A person commits impersonation where they falsely represent themselves as a federal or government official.

b.) This includes:

• Use of official markings (e.g., "FBI", "POLICE")
• Use of vehicles, uniforms, or equipment intended to mislead

c.) Punishment:

• Imprisonment for no less than 1 year and no more than 5 years, and/or
• Seizure of involved assets, and/or
• Fines up to $500,000




§8. OBSTRUCTION OF JUSTICE

a.) A person commits obstruction of justice where they knowingly interfere with a federal investigation or legal proceeding.

b.) Elements:

i.) An active federal investigation or proceeding exists
ii.) The individual knowingly engages in conduct intended to interfere
iii.) Such conduct may hinder, delay, or obstruct justice

c.) Includes:

• Destruction or concealment of evidence
• Providing false information
• Witness intimidation
• Evading lawful detention or arrest

d.) Punishment:

• Base offence: 2–5 years imprisonment
• Aggravated (violence or organised activity): 5–15 years




§9. ASSAULT ON FEDERAL PERSONNEL

a.) A person commits an offence where they knowingly assault, resist, or interfere with a federal agent performing official duties.

b.) Levels:

i.) Simple assault — Up to 5 years

ii.) Aggravated assault (weapon or injury) — 5–20 years

iii.) Attempted or actual killing — 20 years to life

c.) Aggravating factors include:

• Use of firearms
• Organised group involvement
• Knowledge of federal status
