Full nurses, radiology techs, phlebotomists, orderlies, junior admin. Core daily work – cannot override protocols or order major supplies.

Senior
Charge nurses, senior radiographers, lead paramedics, lab supervisors, shift coordinators. Can make minor policy calls and mentor Staff.

Chief
Department Chiefs. Manage rosters, discipline, budgets for their unit. Report to Director.

Director
Final authority on hiring, firing, budget, crisis decisions, press statements, and hospital-wide policy.
